Toshiba - Near Space Commercial

Toshiba launches a high-altitude balloon with a bunch of HD cameras and chair to promote its camera and TVs. This commercial gives everyone a look at some new cameras to fly on their payloads. It looks to me that this flight was defiantly not FAR 101 exempt (With the chair on board). Please let me know of your thoughts and comments about the two clips about the "Space Chair Project."
